Joint Standards Annual Report
2025/26

Report
1. Article 10 of the Council’s Constitution requires an annual report of the work of the Joint Standards Committee to be presented to Full Council.
2. This report presents the Joint Standards Committee Annual Report 2025/2026 to Members for their information.
Background
3. The report contained at Annex 1 describes the work of the Joint Standards Committee during 2025/26.

Committee Members have received regular updates at meetings on the
complaints received in relation to both CYC and Parish Councillors,
and the actions taken.
5. Following the establishment of the Member Development Working group, Members have worked with Officers from Democratic Services to provide Member training opportunities for 2026.

The Member Induction programme for 2027 is now in
development.
7. During the year, they have also reviewed the allegation handling arrangements which involved an extensive rewrite of Appendix 29, Joint Standards Committee Procedures. This was passed by Full Council at its March meeting.
Recommendation and Reasons
8. Council is recommended to note the Annual Report of the Joint Standards Committee.
Reason: To maintain an overview of the work of the Committee.

9. There are no direct implications to this report.

Mitigations
10. There are no risks associated with this report, although the work of the Joint Standards Committee mitigates the risks associated with a lack of training or appropriate procedures.
